Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Laie, Koolauloa, Oahu (Tax Map Key: (1) 5-5-002: seaward of 034)

Easement permits maintenance and repair of an existing revetment and steps on the submerged lands, plus use and maintenance of existing improvements

Resolves encroachments by Bathtub Beach LLC on state submerged lands; the Board of Land and Natural Resources approved the easement grant on May 24, 2013

Requires legislative authorization pursuant to section 171-53, Hawaii Revised Statutes, which mandates prior approval of the Governor and Legislature before disposition of state submerged lands

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources
