Requests the State Foundation on Culture and the Arts to upgrade its inventory system from an antiquated carbon paper and typewriter system to modern digital technology.

Calls for a moratorium on art purchases until June 30, 2016, with funds redirected to cover costs associated with the inventory system upgrade.

Requires the State Foundation on Culture and the Arts to submit progress reports to the Legislature no later than twenty days before the 2015 and 2016 regular sessions on the status of the inventory system upgrades.
