Encourages police departments in Hawaii, Kauai, Maui counties, and Honolulu to implement best practices for improving accuracy of eyewitness identification and suspect interrogation in criminal investigations.

Identifies that mistaken eyewitness identification contributed to approximately 75 percent of 312 wrongful convictions recorded nation-wide since 1989, while false confessions contributed to 25 percent.

References best practices recommended by the Community Alliance on Prisons, Hawaii Innocence Project, American Bar Association, and International Association of Chiefs of Police based on 30 years of peer-reviewed scientific research.

Commends the four police departments for taking affirmative steps toward implementing these best practices and encourages continued adoption of updated procedures.

Directs certified copies of the resolution be sent to police chiefs and prosecuting attorneys for Hawaii, Kauai, Maui counties, and Honolulu.
