Requests the Board of Agriculture Chairperson to create an industrial hemp advisory board to examine varieties and cultivation feasibility for Hawaii.

Advisory board membership to include 4 agricultural industry members, 2 agricultural research institution representatives, 1 law enforcement member, 1 University of Hawaii hemp researcher, 1 hemp manufacturing/processing member, 1 hemp marketing member, and 1 public member.

Board directed to identify industrial hemp varieties suitable for grain, fiber, or dual-purpose cultivation and evaluate feasibility of allowing research institutions to cultivate hemp samples with tetrahydrocannabinol content above 0.3 percent for variety development purposes.

Department of Agriculture requested to provide administrative, professional, technical, and clerical support to the advisory board.

Advisory board required to submit findings, recommendations, and any proposed legislation to the Legislature not later than 20 days before the 2015 Regular Session convenes.
