Requests the Director of Commerce and Consumer Affairs to convene a working group to examine the feasibility of establishing a unified statewide electronic reporting system for pawn shops.

Identifies that current manual reporting of pawn transactions creates delays in law enforcement access to information and hampers stolen property investigations.

Working group membership includes representatives from State Procurement Office, Office of Information Management and Technology, Honolulu Prosecutor's Office, law enforcement agencies, pawnbrokers, National Pawnbrokers Association, and Hawaii Pawnbrokers Association.

Directs Department of Commerce and Consumer Affairs to provide administrative and technical support to the working group; members receive no compensation but may be reimbursed for incidental expenses.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2016 Regular Session.
