Director of Finance is requested to convene a task force to examine the unfunded liability of the Hawaii Employer-Union Health Benefits Trust Fund, carrying out the intent of Act 268 from 2013.

Task force composition includes the Director of Finance as chair, two House representatives, two Senate members, four public sector union representatives, one public employee retiree representative, and four county representatives.

Task force shall examine current and projected unfunded actuarial accrued liability, alternative medical benefit plans, costs and benefits of plan alternatives, transition costs, and state/county premium payment structures for health insurance.

Director of Finance must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2015 convenes.

Certified copies of the resolution shall be transmitted to the Director of Finance and the Governor.
