HI HCR20

Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Niu, Honolulu, Oahu (Tax Map Key (1) 3-7-002: seaward of 040).

Easement covers maintenance and repair of an existing seawall and steps, and use, maintenance, and repair of existing improvements on the property owned by Mitch and Barbara D'Olier.

The Board of Land and Natural Resources approved the easement grant on March 1, 2004, but legislative authorization under Hawaii Revised Statutes section 171-53 was required.

Department of Land and Natural Resources determined in September 2003 that the seawall and steps were not Conservation District violations and had no objection to the easement issuance.
