Requests the Hawaii Health Systems Corporation and its five regional boards to submit long-term, multi-biennium plans to reduce operating deficits to the Legislature by twenty days prior to the 2015 and 2016 regular sessions.

Requires plans to include options for large-, medium-, and small-scale deficit reductions along with recommendations for changes in expenditures, revenues, services, and access.

Notes that state general fund subsidies to the Hawaii Health Systems Corporation have grown from $37,000,000 in fiscal year 2006 to $105,500,000 in fiscal year 2014, with executive budget requesting $133,900,000 for fiscal year 2015.

Directs certified copies of the resolution be transmitted to the Hawaii Health Systems Corporation Board Chair, all five regional board chairs, the Director of Health, and the Governor.
