Director of Health and Director of Human Services are requested to convene a working group to recommend whether marijuana should remain a schedule I controlled substance or be rescheduled.

Working group must determine its own size, composition, leadership, and administrative support needed.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.

If the working group cannot achieve consensus supported by at least two-thirds of members, it must include differing opinions and attach a minority report to its report.

Hawaii Medical Association and American College of Physicians have recommended rescheduling marijuana to a less restrictive schedule to enable physician prescription and facilitate medical research.
