Urges the Governor to consolidate the Oahu Community Correctional Center (built in 1916) within the Halawa Correctional Facility to address overcrowding and outdated security infrastructure at the 16-acre, 950-bed facility.

Directs the Governor to facilitate redevelopment of the current Kalihi site occupied by the Oahu Community Correctional Center to benefit the Kalihi community and the State.

Cites consolidation as fiscally prudent since upgrading the aging facility could cost as much or more than building a new consolidated facility elsewhere.

Notes that the Kalihi site could be sold or leased to offset costs of a new jail and generate tax revenues and economic development opportunities, particularly given its location along the future Honolulu rail transit route.

Requires certified copies of the resolution be transmitted to the Governor, Director of Public Safety, and chairperson of the Kalihi-Palama Neighborhood Board.
