Urges the Governor to reestablish an intra-island ferry between the Ewa region along the Leeward Coast of Oahu and downtown Honolulu by 2015 to reduce traffic congestion.

Requests the Governor prepare a report to the Legislature by 20 days before the 2021 Regular Session that includes the ferry's effect on traffic congestion, associated costs with a cost-benefit analysis, and any necessary legislation to continue the system.

Addresses the growing traffic problem between Ewa and Honolulu, where average commute times exceed 75 minutes with some commuters spending 90 minutes, and Honolulu ranked second-worst nationally for traffic congestion in 2013.

Notes that existing harbor infrastructure in both the Ewa region and Honolulu Harbor could support a ferry system without requiring major environmental studies or extensive construction costs.

Requires reassessment of the ferry system after completion of the high-speed rapid transit system expected in 2019.
