Requests the Department of Health to meet with counties and stakeholders to examine the advance disposal fee program for non-deposit glass containers and identify more cost-effective handling methods, including local alternatives to shipping glass out of state.

Directs the Auditor to conduct an examination and audit of the Department of Health's advance disposal fee program, including review of how counties use fee revenues and accuracy of recycler payments.

Requests the Auditor evaluate local alternatives to out-of-state glass shipping, such as converting glass to sand or using glass as landfill cover or roadway asphalt, and assess their environmental and economic viability.

Requires the Auditor to consult with affected businesses during the audit and submit findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Requires certified copies be transmitted to the Auditor, Director of Health, Director of Finance, and all county mayors.
