Request the Department of Accounting and General Services to conduct a comprehensive report analyzing delays in publicly funded construction projects over the last five years.

Report must identify common reasons for delay across procurement, planning, design, permitting, and construction stages.

Report must include a timeline for all major project steps, expected completion times, actual completion times, and identify points where delays commonly occur.

Department must submit the report to the Legislature no later than 20 days before the convening of the Regular Session of 2015.

Transmit a certified copy of the resolution to the Comptroller.
