Requests the University of Hawaii College of Tropical Agriculture and Human Resources to establish a task force to determine feasibility of implementing a school farm complex pilot project at the University of Hawaii - West Oahu Campus.

Task force shall consist of six voting members including the Dean of the College of Tropical Agriculture and Human Resources (co-chair), Vice Chancellor of Academic Affairs at UH-West Oahu (co-chair), Chairperson of the Board of Agriculture, Superintendent of Education, Director of Health, and Director of Business, Economic Development, and Tourism.

Task force shall invite representatives from the Hawaii Farm Bureau Federation, small/medium/large-scale agriculture operations, nonprofit and community agriculture organizations, and farmers' markets to participate.

Task force must investigate barriers to establishing a school farm complex including transportation, storage, marketing, contracting, and food certification/safety issues, and identify available local, state, and federal resources.

Task force must submit findings, recommendations, implementation plan, and proposed legislation to the Legislature no later than twenty days before the 2016 regular session convenes, and shall be dissolved on June 30, 2016.
