Requests the Department of Hawaiian Home Lands to convene a task force to review and make recommendations on resolving user conflicts in harbors statewide.

Task force to be chaired by the Chairperson of the Hawaiian Homes Commission and include representatives from harbor masters, aquatic resources, land and natural resources, conservation enforcement, legislative committees on ocean/marine/Hawaiian affairs and water/land, Office of Hawaiian Affairs, and the Aha Moku Advisory Committee.

Addresses conflicts arising from diverse harbor uses including commercial and recreational boating, fishing, paddling, surfing, swimming, and traditional Hawaiian cultural practices.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the start of the 2015 Regular Session.
