Urges the United States Government to return approximately 1,700 acres in Lualualei Valley on Oahu from United States Navy jurisdiction to the State of Hawaii.

Notes that these lands were taken from Hawaiian Home Lands in 1930 and 1933 under federal executive orders and transferred to the Navy for ammunition storage.

Identifies Lualualei Valley as the largest coastal valley on Oahu's leeward side, primarily composed of agricultural land that could support Hawaii's food sustainability and security needs.

Directs transmission of certified copies to the President of the United States, Secretary of Defense, Secretary of the Navy, Hawaii's Congressional delegation, the Commander in Chief of the United States Pacific Command, and the Governor.
