Expresses support for internal rebuilding, resettlement, and reconciliation efforts in Sri Lanka as necessary for lasting peace following the 26-year civil war that ended May 19, 2009.

Acknowledges the Government of Sri Lanka's establishment of a "Lessons Learnt and Reconciliation Commission" (LLRC) to investigate incidents between February 2002 and May 2009 and recommends credible investigations of extrajudicial killings, enforced disappearances, and targeting of civilians.

Recognizes Sri Lanka's implementation of the National Plan of Action to address LLRC recommendations, including progress in demining, rehabilitation of ex-combatants, resettlement of displaced persons, and infrastructure improvements in the North and East.

Notes the September 21, 2013 provincial council elections in Northern Sri Lanka as an important step toward political settlement and reconciliation after more than 20 years of LTTE control.

Directs transmission of certified copies to the President of the United States, Congress leadership, Hawaii's Congressional delegation, and officials of the Sri Lankan government.
