Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Tax Map Key (1) 6-8-010, Mokuleia, Waialua, Oahu.

Permits the easement to cover an existing seawall and concrete footing for maintenance, repair, and use of existing improvements constructed on the property.

Resolves encroachments on state submerged lands owned by Gregory Michaels, with the Board of Land and Natural Resources approving the easement on May 24, 2013.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for disposition of state submerged lands, which this concurrent resolution provides.
