Recognizes Hawaiian Nationals as an authentic population residing in the Hawaiian Islands, distinct from the federally-defined term "Native Hawaiian" which is based on blood quantum.

Affirms that Hawaiian Nationals claim citizenship in the Hawaiian Kingdom as a nation in continuity, and are not U.S. citizens or residents of the State of Hawaii, based on natural birth, customary law, or naturalization under Hawaiian Kingdom law.

States that Hawaiian Nationals have the right to organize and restore their national government as a body politic of and for the people of the Hawaiian Islands.

References international law prohibiting coercive assignment of nationality without free, prior, and informed consent, and notes that the 1959 Admission Act does not confer, terminate, or change the nationality status of Hawaiians.

Directs transmission of certified copies to the Governor, Attorney General, Chief Justice of the Hawaii Supreme Court, and all county police chiefs and prosecuting attorneys.
