Requests the Department of Land and Natural Resources submit a financial report detailing management costs for Wao Kele O Puna (Puna Forest Reserve), a 25,856-acre lowland rainforest on Hawaii Island acquired by the Office of Hawaiian Affairs in fiscal year 2007.

Requires the report to cover fiscal years 2006 through 2013 and include amounts received from the Office of Hawaiian Affairs, all expenditures with stated purposes, and year-end balances for each fiscal year.

Mandates submission of the financial report to all legislators no later than September 30, 2014.

Aims to promote transparency and ensure expenditures are prudent, given that the Office of Hawaiian Affairs pays the department $228,000 annually for management costs.

Directs certified copies be sent to the Chairperson of the Board of Land and Natural Resources and the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs.
