Department of Land and Natural Resources is requested to conduct an opihi management study on replenishment of natural populations of all Hawaiian opihi species.

Study must encompass all islands of the State, including the Northwestern Hawaiian Islands, and recommend best management practices for each island area.

Study must recommend effective enforcement mechanisms for implementing the best management practices.

Department is requested to consult with the Aha Moku Advisory Committee and other relevant experts during the study.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than December 19, 2014.
