Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Kualoa, Koolaupoko, Oahu (Tax Map Key: (1) 4-9-009: seaward of 005).

Easement permits maintenance, repair, and use of an existing seawall, steps, and other improvements constructed on the state submerged lands.

Easement granted to Minatoya Real Estate, LLC to resolve encroachments on state-owned submerged lands that were identified by the Department of Land and Natural Resources in 2012.

Board of Land and Natural Resources approved the 55-year easement grant on January 11, 2013, subject to legislative authorization required under Hawaii Revised Statutes section 171-53.

Requires transmission of a certified copy of the concurrent resolution to the Chairperson of the Board of Land and Natural Resources.
