Requests the Department of Health to exempt the preparation of food for charitable noncommercial purposes from certain food safety regulations, provided specific conditions are met.

Requires the Department of Health to define what constitutes a "charitable purpose" and a "noncommercial purpose" for food preparation activities.

Establishes three conditions that must be met for exemption: (1) food is prepared and served for bona fide charitable purposes, (2) food is prepared and served for noncommercial purposes, and (3) all persons handling food have received at least two hours of food safety and handling training from the Department of Health Sanitation Branch.

Requests the Department of Health to identify which specific food safety regulations will not apply to charitable noncommercial food preparation.

Requires transmittal of the concurrent resolution to the Director of Health.
