Urges Congress and the U.S. Department of Veterans Affairs to expand the definition of "Atomic Veteran" to include service members who participated in nuclear test site cleanup operations on Lojwa Island from 1977 to 1980.

Recognizes that cleanup veterans at Enewetak Atoll moved radioactive fallout and debris into a containment structure on Runit Island and received Humanitarian Medals for their service.

Notes that cleanup veterans currently suffer from radiation-related health problems but are ineligible for compensation and health care benefits because they are excluded from the "Atomic Veteran" definition, which only covers above-ground nuclear test participants (1945-1962) and military personnel in post-war Hiroshima and Nagasaki.

Directs that certified copies be transmitted to the President, Congressional leaders, the Secretary of Veterans Affairs, and Hawaii's Congressional delegation.
