Awards the Hawaii Medal of Honor to four United States military service members with Hawaii connections killed in action: Sergeant Tofiga J. Tautolo (Army), Captain Reid K. Nishizuka (Air Force), Sergeant Drew M. Scobie (Army), and Chief Warrant Officer 2 Edward Balli (Army).

Establishes eligibility criteria for the Hawaii Medal of Honor including service members killed in action while engaged against enemy forces, serving with friendly foreign forces in armed conflict, or performing duty subject to hostile fire or imminent danger.

Recognizes recipients who are members of Hawaii National Guard or Military Reserves who were legal residents of Hawaii or activated into service at time of death, Regular Armed Forces members who were Hawaii residents or stationed in Hawaii by Department of Defense order, or service members who attended school in Hawaii.

Orders the two houses of the Legislature to assemble in Joint Session at 2:00 p.m. on Tuesday, March 25, 2014, in the House Chambers to present the Hawaii Medal of Honor to family members or representatives of each recipient.

Honors the sacrifices and bravery of these armed forces members and extends heartfelt appreciation and sympathy to their surviving family members.
