Expresses Hawaii legislature's support for H.R. 1796, the Troop Talent Act of 2013, which aims to assist veterans and active-duty military members in transitioning to civilian employment.

Requires military department secretaries to provide information on civilian credentialing opportunities and licensing requirements to service members during their military occupational specialty training.

Mandates military departments share military training content information with civilian credentialing agencies to help recognize military skills for civilian certifications and licenses.

Allows service members and veterans to use Department of Defense and Department of Veterans Affairs educational assistance for civilian certifications and licenses that fully qualify them to take required examinations.

Directs the Secretary of Veterans Affairs to reestablish the Professional Certification and Licensure Advisory Committee to develop audit guidance for licensure programs and improve outreach to veterans about credentialing opportunities and educational benefits.
