Authorizes the Board of Land and Natural Resources to issue a 55-year nonexclusive easement over state submerged lands in Heeia, Koolaupoko, Oahu for Bernice K. Y. Bailey, Frederick K. Bailey, Jr., and Susan K. Koehler.

Easement covers approximately 589 square feet of state-owned submerged land seaward of the applicants' property (Tax Map Key (1) 4-6-001:014) to legalize an existing pier.

Grants the applicants the right to use, maintain, repair, replace, and remove the existing pier structure over, under, and across the state-owned submerged lands.

Easement term is 55 years with consideration consisting of a one-time payment to be determined by independent or staff appraisal, subject to approval by the Board of Land and Natural Resources Chairperson.

Requires prior legislative authorization under Hawaii Revised Statutes Section 171-53 for leasing state submerged lands, with conditions to be determined by the Board of Land and Natural Resources.
