Urges the President of the United States and Congress to grant full veterans benefits to Filipino veterans who fought in World War II but were denied benefits upon Philippine independence in 1946.

Recognizes that Filipino soldiers in the Philippine Commonwealth Army and Philippine Scouts were promised full U.S. veterans benefits in 1941 by executive order when they volunteered to fight against Japan.

Notes that Congress stripped Filipino veterans of eligibility for benefits including health care, disability pensions, and burial expenses when the Philippines became independent in 1946.

References the American Recovery and Reinvestment Act of 2009, which included provisions for lump sum payments to Filipino veterans as an alternative to ongoing pensions.

Directs certified copies be sent to the President, Congress, Department of Veterans Affairs, Hawaii's Congressional delegation, and the Philippine government.
