• Requests the State Foundation on Culture and the Arts to establish and administer a two-year pilot program for creating authorized urban art on state-owned property.

• Directs the Foundation to consult with the Department of Accounting and General Services, Department of Transportation, Department of Land and Natural Resources, and other stakeholders to develop program procedures covering artist selection, site designation, art requirements, copyright rights, and access limitations.

• Requires the Foundation to coordinate with the State Historic Preservation Division and Historic Hawaii Foundation to ensure urban art does not adversely affect historic properties.

• Mandates the Foundation submit a report to the Legislature no later than twenty days before the 2016 Regular Session with findings, recommendations on permanent continuation, and methods to reduce illicit graffiti.

• Defines urban art as painting or artistic work including murals, mosaics, and stencil art, while excluding signage and graffiti as defined in Hawaii Revised Statutes.
