Expresses concern over reports of systematic, state-sanctioned organ harvesting from non-consenting prisoners in China, particularly Falun Gong practitioners and members of religious and ethnic minority groups.

Documents that China performs over 10,000 organ transplants annually despite very low voluntary donation rates, and that China's former Vice-Minister of Health admitted over 90% of transplant organs came from executed prisoners.

Notes that organ transplant operations in China increased significantly after 1999, coinciding with the persecution of Falun Gong, and that short advertised wait times (2-4 weeks) suggest a large pool of living donors available on demand.

Calls on the Chinese government to immediately end organ harvesting from prisoners and requests the U.S. Department of State issue a travel warning for American citizens traveling to China for organ transplants.

Directs transmission of the resolution to the President of the U.S. Senate, Speaker of the House, Hawaii's congressional delegation, the U.S. Secretary of State, and the Chinese Ambassador to the United States.
