Requests the Public Policy Center at the University of Hawaii at Manoa to convene a Medical Marijuana Dispensary System Task Force to develop recommendations for establishing a regulated statewide dispensary system for medical marijuana.

Task Force comprises 20 members including state executive officials (Attorney General, Director of Health, Director of Public Safety, Director of Taxation, Director of Commerce and Consumer Affairs), legislators, law enforcement representatives, medical professionals, patient advocates, and organizational representatives.

Task Force directed to address appropriate number and location of dispensaries, tax structure design, safety and security regulations, cultivation and manufacturing framework, advertising restrictions, and federal compliance issues.

Legislative Reference Bureau requested to submit an updated report by September 1, 2014, on medical marijuana access, distribution, and security policies in all states with active medical cannabis programs.

Task Force required to hold at least one public hearing and submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
