Urges the Department of Transportation to evaluate the feasibility of establishing a program allowing airline passengers leaving Hawaii to donate loose change for endangered species conservation.

Notes that Hawaii comprises less than 1% of U.S. land area but contains more than 25% of species on the U.S. Fish and Wildlife Service's endangered species list, including over 50 animal species and 300 plant species.

Recognizes that over 8 million annual visitors to Hawaii generate more than $14 billion in yearly expenditures and express interest in protecting Hawaii's natural beauty.

Directs the Department of Transportation to consult with the Department of Land and Natural Resources and other interested agencies regarding program feasibility.

Requires the Department of Transportation to submit findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes.
