Requests Hawaii Department of Defense Grants Management Office to apply for an Emergency Management Performance Grant from the U.S. Department of Homeland Security for fiscal year 2014 to fund an emergency disaster preparedness pilot project for Molokai.

Grant funds would support planning, supplies, emergency equipment, and facilities improvements for disaster shelters on Molokai.

Directs the Hawaii Department of Defense Grants Management Office, with assistance from County of Maui and Maui Civil Defense Agency, to explore and apply for other appropriate federal grants to support the Molokai emergency preparedness project.

Authorizes transmission of certified copies of the resolution to the U.S. Department of Homeland Security, Hawaii Department of Defense, County of Maui Mayor, and County of Maui Emergency Management Officer.

Notes that in 2013, the Department of Homeland Security allocated $3,366,476 to emergency management efforts in Hawaii, and that Molokai experienced 25 of 29 damage cases in Maui County from the 2011 tsunami.
