Authorizes the Board of Land and Natural Resources to issue a 55-year nonexclusive easement over state submerged lands in Heeia, Koolaupoko, Oahu for an existing pier covering approximately 589 square feet.

Grants Bernice K. Y. Bailey, Frederick K. Bailey, Jr., and Susan K. Koehler the right to use, maintain, repair, replace, and remove the existing pier on the state-owned submerged land.

Requires a one-time payment to the state based on fair market rent as determined by independent or staff appraisal and approved by the Board of Land and Natural Resources Chairperson.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53, which mandates the Governor's approval and concurrent resolution of the Legislature before state submerged lands can be leased.

Directs transmission of a certified copy of the resolution to the Board of Land and Natural Resources Chairperson.
