Requests the Governor to direct general obligation bond proceeds designated for Turtle Bay conservation easements to also fund public school infrastructure improvements in the Kahuku and Waialua communities.

Establishes a direct connection between the State's purchase of conservation easements at Turtle Bay Resort and necessary upgrades to surrounding community schools in the Koolauloa-North Shore area.

Emphasizes that well-maintained school facilities are critical infrastructure needed to support a capable workforce for Turtle Bay expansion and conservation easement management.

Directs transmission of the resolution to the Governor, Superintendent of Education, and the Chief Executive Officer of Turtle Bay Resorts, LLC.
