Requests the Department of Transportation, in collaboration with the City and County of Honolulu's Department of Transportation Services and Honolulu Police Department, to investigate whether enforcement actions in Whitmore Village, Central Oahu are consistent with enforcement in other similarly situated communities throughout Oahu.

Directs the Department of Transportation to submit a report of findings and recommendations to the Legislature at least twenty days prior to the convening of the Regular Session of 2015.

Addresses concerns about recent enforcement of street-side parking violations in Whitmore Village where residents had parked vehicles for years without warnings or citations.

Cites infrastructure disparities between rural and urban areas, including lack of paved sidewalks in rural communities that make it difficult to distinguish property boundaries from county pedestrian easements.

Notes that multiple families sharing single residences due to affordable housing shortages has increased on-street parking demand in rural communities.
