Requests the Chairperson of the Board of Land and Natural Resources to convene a task force to investigate managed retreat and coastal land acquisition in Hawaii.

Task force shall comprise 10 members including representatives from the Office of Conservation and Coastal Lands, all four county mayors' offices, the State Coastal Zone Management Program, University of Hawaii geology faculty, an environmental attorney, and a non-governmental land trust representative.

Task force must evaluate the feasibility of acquiring coastal lands abutting legacy beaches, identify the appropriate agency to administer a coastal lands acquisition program, and determine program funding mechanisms.

Legislature is requested to allocate $100,000 for task force administration, with members serving without compensation and the task force dissolving on June 30, 2016.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.
