Requests the Legislative Reference Bureau to conduct a comparative study of states regarding costs and methods for publicizing required statutory legal notices paid with public funds.

Study should compare costs and methods of publicizing legal notices across states, examine alternative media channels including television, radio, and the Internet, and determine the most effective media for legal notice publication.

Addresses concerns about increased advertising costs following the merger of Honolulu Star-Bulletin and Honolulu Advertiser into the Honolulu Star-Advertiser.

Notes that over 100 Pennsylvania newspapers currently post public notices on the Internet at no cost to local governments as an example of alternative publication methods.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the start of the 2015 Regular Session.
