Recognizes Captain Ira Barnes Dutton (1843-1931), also known as "Brother Joseph of Molokai," for his military service and humanitarian work at Kalaupapa.

Urges the National Park Service to relocate his statue from Saint Joseph Church in Kamalo to the Kalaupapa Peninsula, where he served for 45 years and is buried.

Acknowledges Dutton's Union Army service during the Civil War, including his work in the Quartermaster Corps under General Robert S. Granger near Atlanta in 1864.

Highlights his post-war conversion to Catholicism and dedication to improving conditions for Hansen's Disease patients at Kalaupapa, including founding the Baldwin Home for men and boys.

Directs certified copies be sent to the Secretary of the Interior, Director of the National Park Service, and Secretary of the Department of Veterans Affairs.
