Requests the Auditor conduct a sunrise review of establishing a system of registered dispensaries within the Department of Health to dispense medical marijuana as proposed in House Bill No. 1587.

Requires the sunrise review to examine qualifications, duties, and responsibilities for medical marijuana dispensaries and their registration requirements.

Directs the review to analyze registration requirements for qualifying patients and primary caregivers to use dispensary services, including payment of cultivation fees and operation of secured cultivation facilities.

Mandates examination of criminal record checks and registration procedures for dispensary agents working at medical marijuana dispensaries.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
