Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Niu, Honolulu, Oahu (Tax Map Key: (1) 3-7-002: seaward of 045).

Permits use, maintenance, repair, replacement, and removal of existing concrete pad, ladder, steps, rock walls, and other improvements on the submerged lands.

Resolves encroachments by property owners Thomas and Sandra Young on state submerged lands that were determined not to be Conservation District violations as of November 20, 2013.

Requires prior Governor approval and legislative authorization pursuant to section 171-53, Hawaii Revised Statutes, for disposition of state submerged lands.

Board of Land and Natural Resources approved the 55-year easement grant on February 14, 2014.
