Requests the State Auditor to assess the social and financial impacts of mandating infertility procedure coverage under Hawaii health insurance policies, as required by Hawaii Revised Statutes sections 23-51 and 23-52.

Applies to all individual and group accident and health or sickness insurance policies that provide pregnancy-related benefits, effective July 1, 2014.

Mandates coverage of up to three in vitro fertilization (IVF) cycles or until live birth occurs for all outpatient expenses related to IVF procedures for the insured or their dependents.

Requires the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the convening of the 2015 Regular Session.

Directs the Insurance Commissioner to transmit copies of the resolution to all health insurers in Hawaii.
