Notes the festival began in 2011 with over eighty chefs from around the world and builds upon the Hawaii regional cuisine movement that started in 1991 with twelve local chefs committed to using locally grown produce.

Acknowledges the festival's nonprofit status and its contributions to community organizations promoting agricultural and culinary industries, education, and sustainability in Hawaii.

Directs transmission of certified copies to numerous recipients including the Hawaii Tourism Authority, Food Network, Le Cordon Bleu, culinary publications, community college culinary programs, and festival chairs Chef Alan Wong and Chef Roy Yamaguchi.
