Request the Department of Business, Economic Development, and Tourism to work with construction industry representatives to review prerequisites for permit approval at State and County levels.

Review process should examine financial requirements imposed over the past twenty years, including community facilities district financing, impact fees, and infrastructure construction obligations on developers.

Evaluation should focus on cost containment, community benefits, expedited construction and permitting, and uniformity of prerequisites across different development projects.

Department must report findings and recommendations to the Legislature no later than twenty days before the 2015 Regular Session convenes.

Certified copies to be sent to the Director of Business, Economic Development, and Tourism and the Mayors of Hawaii County, Kauai County, Maui County, and Honolulu City and County.
