Support a requirement that instructional hours be subject to collective bargaining negotiations between the Hawaii State Teachers Association and the Board of Education.

Acknowledge that schools have implemented bell schedules under Act 167 (2010) to comply with section 302A-251, Hawaii Revised Statutes, requiring 915 instructional hours for elementary schools and 990 hours for secondary schools.

Recognize that many schools are counting opening, closing, homeroom, and study hall time as student instructional time to meet statutory requirements.

Declare that decisions regarding instructional time are best accomplished through a collaborative process that includes input from teachers and school administrators.

Direct transmission of certified copies to the Board of Education Chairperson, State Superintendent of Education, and Hawaii State Teachers Association President.
