Requests the Chairperson of the Board of Land and Natural Resources to convene and chair a working group to develop means for public access to the Haiku Stairs area.

The working group shall include representatives from state and county agencies, community organizations, and private entities as deemed necessary by the Chairperson.

Requires the Chairperson to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Acknowledges the Haiku Stairs (3,922 steps) have historical, aesthetic, environmental, and recreational significance and have been closed to public access since 1987.

Directs certified copies of the resolution be transmitted to the Governor, Board of Land and Natural Resources Chairperson, and the Mayor of Honolulu.
