Establishes the Dogs in Restaurants and Bars Working Group to explore strategies allowing dogs in participating restaurants and bars while ensuring health and safety.

Requests Hawaiian Humane Society to lead the working group, with mandatory participation from Department of Health and Disability and Communication Access Board.

Invites representatives from Humane Society of the United States, Hawaii Restaurant Association, Hawaii Veterinary Medical Association, American Kennel Club, a participating restaurant, and Hawaii Disability Rights Center.

Directs working group to develop recommendations addressing food safety, health concerns, and service animal safety in restaurants and bars.

Requires working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convenes.
