Requests the State Auditor to assess the social and financial impacts of mandating health insurance coverage for brain injury rehabilitation therapy services under H.B. No. (2014).

Mandated coverage applies to all insurance plans, policies, contracts, and agreements issued or renewed after December 31, 2014.

Auditor must submit findings, recommendations, and any necessary implementing legislation to the Legislature 20 days before the convening of the Regular Session of 2015.

Requires transmission of certified copies to the Insurance Commissioner, who must distribute them to all health insurers operating in the State.

Addresses statutory requirement under Hawaii Revised Statutes sections 23-51 and 23-52 that mandate health insurance coverage requires legislative assessment of social and financial effects before consideration.
