Requests the Legislative Reference Bureau to study the feasibility of dividing Hawaii's Department of Education into two or more local educational agencies.

Requires the study to examine the effects of such a division on the state's public education system, including potential gains or losses of federal funding.

Notes that multiple local educational agencies would be eligible to apply for federal grants that could draw additional resources to Hawaii's public schools.

Directs the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature at least 20 days before the 2015 Regular Session convenes.
