Requests the Auditor to perform an audit of the Hawaii Community Development Authority's (HCDA) method and process for determining infrastructure adequacy for development projects, including the City and County of Honolulu's role in that determination.

Directs the audit to investigate the HCDA's process for formulating development plans and revisions to master plans regarding roadway, water, and sewer capacity.

Requires examination of how the HCDA and City and County gather and assess information on existing and proposed infrastructure location and capacity.

Requires investigation into how the HCDA and City and County impose and enforce requirements to construct, modify, or maintain infrastructure to ensure adequacy for new development within Community Development Districts.

Auditor must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
